If you're deploying ArcGIS Workflow Manager Server in an environment where there is limited or no internet connection available, you must configure local resources for the Workflow Manager web app.

Configure a basemap
Portal for ArcGIS is preconfigured with a collection of basemaps from ArcGIS Online that can be used with the ArcGIS Workflow Manager web app.
Note:
ArcGIS Online basemaps require internet access. You need to configure the web app to use a local basemap.
- Open the <Portal for ArcGIS installation location>/apps/workflowmanager/conf/appconfig.json file in a text editor.
- Add the mapItemId key and the map item ID in the following format: "mapItemId": "eae4b56daad2453e915cdc2638c74383".
- Save the file.
- Restart the Workflow Manager service.
Configure ArcGIS Survey123
You can install and configure an ArcGIS Survey123 site to host surveys offline for the Survey123 step and the Survey123 webhook.
Note:
Surveys hosted in disconnected environments cannot be used in another ArcGIS Enterprise portal or ArcGIS Online.
The following are the high-level steps to configure Survey123 for Workflow Manager:
- Install the Survey123 site.
ArcGIS Survey123 must be installed on the same Enterprise portal machine hosting Workflow Manager.
- Set up a reverse proxy for Survey123.
- Configure the Survey123 site for a disconnected environment.
